Enforcement Air Resources Supervisor I
This position can be located in Sacramento or Riverside County.
The Enforcement Division’s (ED) Diesel Programs Enforcement Branch (DPEB) is seeking a highly qualified and motivated Air Resources Supervisor I (ARS I) to manage the Data Operations Section (DOS). DOS is primarily responsible for developing data-driven enforcement processes, tracking tools, and enforcement reporting systems to improve the efficiency and transparency of CARB’s enforcement programs. DOS develops, deploys, and maintains the Remote Emission Monitoring and Enforcement System (REMES), the Enforcement Data Visualization System (EDSS), and provides operational, technical, and enforcement support for the use of Remote Emissions Monitoring Devices. DOS develops and maintains a division-wide data warehouse for streamlined reporting, as well as dashboards to share data both within CARB and publicly on the CARB website. The programmatic responsibilities of DOS will evolve over time as current programs mature and new programs are implemented. Under the direction of DPEB’s Air Resources Supervisor II, the ARS I will provide overall management and administration of the DOS, including planning, organizing, directing, and supervising the day-to-day programmatic activities including the development of data-driven enforcement processes, reporting tools, investigations, and related enforcement services and activities of DOS staff. Additionally, the ARS I will monitor DOS performance; conduct program reviews and annual performance reviews with all staff; and prepare monthly, quarterly, and annual status and performance reports. The ARS I will also participate in the evaluation of current enforcement programs and the development of new emission reduction programs including preparing and reviewing legislative and regulatory proposals, attending public workshops and hearings, developing budget proposals, and conducting ad-hoc analyses and special studies. The ARS I will represent CARB at meetings, conferences, and other events involving other government agencies, non-governmental and media organizations, industry groups, and the general public. On a rotating basis with other DPEB managers, the ARS I will act on behalf of the Branch Chief in his/her absence.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
